NK Refugees & NGO Workers Involved
Seized While Attempting to Leave China

To help the Boat People who were detained by the Chinese
authorities on Jan. 18, we at Life Funds for North Korean
Refugees sent out an mail containing a list of the detained
refugees and the two humanitarian aid workers.
The list (included below), has already gone to:
Foreign Minister of China,
Chinese Embassy in Tokyo,
UNHCR Tokyo Office,
UNHCR Beijing, and
UNHCR Headquarters.
Your support for these detained people will be greatly
appreciated.

Dear Sirs,
Our Tokyo-based NGO, Life Funds for North Korean Refugees,
works to help North Korean refugees, including those who
escape into China, mainly by supplying food, clothing and
medicine.
We regret to hear that China has rejected the UNHCR's
request for access to interview the 58 North Korean refugees
who were caught trying to board fishing boats in an effort
to leave China.
Below is a list with the most up-to-date information on 31
refugees and two of the people who tried to help them.
Tragically, three refugees in the list have already been
repatriated.
Mr. Choi Yong Fun (#30 in the list below), who is a Korean
NGO humanitarian aid worker requires medication for his
diabetes and chronic high blood pressure, but reportedly has
not been allowed to meet his wife to receive the
medications.
Mr. Park Myong Ho (#31 in the list below), a Korean Chinese,
is sure to face severe torture by the Chinese authorities
because this is the third time he has been detained for
helping North Korean refugees.
We urgently call on the Chinese government to immediately
release Mr. Choi Yong Fun and Mr. Park Myong Ho, and also
suggest in the strongest terms that the Chinese government
not repatriate the detained refugees.
We also strongly suggest that the UNHCR assume its
responsibility by invoking binding arbitration to fulfill
its mandate. Will the UNHCR assist the refugees in this
case?
The Japanese government is the second largest donor country
to the UNHCR.
If the UNHCR fails to take more seriously its mandate to
help North Korean refugees, we, as a Japanese NGO, will be
forced to call on the Japanese government to reconsider the
amount of its donations to UNHCR.
