Dear Mister Prime Minister:

It has come to our attention that seven North Korean refugees, all women, have arrived in the Nongkai Province in Thailand and presented themselves to the Thai authorities in compliance with Article 31 of the 1951 UNITED NATIONS CONVENTION RELATING TO THE STATUS OF REFUGEES on Sept. 18. We understand that the clause, in particular, prohibits imposing penalties on refugees on account of their illegal entry.

We believe that the North Koreans are refugees under the abovementioned Convention, as recognized by the United Nations High Commissioner for Refugees (UNHCR). In this connection, we wish to appeal to the Government of Thailand, a member of Executive Committee of the UNHCR, to protect them as refugees and provide them with the safe passage to the necessary foreign authorities in Thailand and facilitate their swift travel to the 3rd country accepting them in view of the Thailand's long and internationally respected history of humanitarianism and its full compliance with the abovementioned Convention.

Your urgent intervention in light of this appeal will be greatly appreciated.
